Pres. Duterte Threatens to Arrest Ombudsman If They Will Not Cooperate in Government's Probe


The tough-talking President from Mindanao, Pres. Rody Duterte threatened to arrest those who will not participate in the probe involving the Office of the Ombudsman even it he has yet to form a body to investigate the agency.



Pres. Duterte was quoted as aying in an interview with PTV-4 that "'Pag hindi ka sumipot doon sa commission na 'yun, if I do not have the subpoena powers, then I will apply for a subpoena powers from the courts… 'Pag hindi kayo sumipot, aarestuhin — I will order the police and the military to arrest you. 'Yan lang ang paraan eh," Duterte said.

[Translation: If you don't show up, if I do not have the subpoena powers, then I will apply for a subpoena powers from the courts. If you fail to show up, I will order the police and the military to arrest you. That's the only way.]

The President first mentioned his plan of investigating the Office of the Ombudsman on Friday, for the office's alleged "partiality," accusing the office of not including Liberal Party officials in its investigations.

Aside from the accusations that the Ombudsman were partial on cases against Liberal Party, senatorial candidate Greco Belgica also released the list of cases with questionable decision by the Ombudsman.

Pres. Duterte made the decision to form a presidential commission to investigate the Office of the Ombudsman came out after Overall Deputy Ombudsman Arthur Carandang confirmed the investigation on the Duterte family's wealth, in response to a plunder complaint filed by Trillanes during the 2016 elections.

The President also accused the Office of the Ombudsman headed by Concita Carpio-Morales of bribery, saying they ask for bribes from local government officials.

"Ako, noong Mayor ako, hiningian ako, hindi ako... Sabi ko i-file niyo ako. Dumating sa Supreme Court by, filed by the Ombudsman. Pinagastos ninyo ako only to result in the dismissal of case," Duterte said.

[Translation: They asked something from me when I was a mayor. I told them to file a case. It reached the Supreme Court; the Ombudsman filed it. They asked me to spend money only to result in the dismissal of the case.]

Pres. Duterte also said he has investigative powers, citing the Commission formed by the late strongman Ferdinand Marcos to investigate the assassination of former senator Benigno "Ninoy" Aquino in 1983.

"I can create my own commission like the Agrava Commission and summon you. Kayo, kayong mga Ombudsman na nakita ko, kung lahat kayong mga dumaan diyan, mag-execute kayo ng affidavit," Duterte said.
