Must Watch: First Hearing of Impeachment Complaint vs. Sereno & Bautista to Start Sept. 13, 2017


The House Committee on Justice may start hearing the impeachment complaint filed against Supreme Court Justice Ma. Lourdes Sereno and COMELEC Chairman Andres Bautista. The first hearing of the Impeachment Complaint will start this coming September 13, 2017.



Charges of corruption extreme partisanships and selective justice are at the pit of at least five impeachment complaint filed against Supreme Court Chief Justice Ma. Lourdes Sereno and Chairman Andres Bautista of the Commission on Elections (COMELEC).

The Philippine Lower House of Congress is now adjusting its schedules in the face of ongoing hearings on approval of next year's budget to accommodate the impeachment complaints filed against Sereno and Bautista.

The House Committee on Justice is expected to start next week the hearings of all impeachment complaints filed against Supreme Court (SC) Chief Justice Maria Lourdes A. Sereno and Commission on Elections (Comelec) Chairman Andres D. Bautista.

Rep. Reynaldo Umalo, Chairman of the House Committee on Justice said the first hearing on the impeachment complaints against Sereno and Bautista is set next Wednesday, September 13, 2017.

The Congress also noted that the committee will first tackle the two impeachment complaints against Sereno, which was filed by PDU30 Constitutional Reform to Federalism President lawyer Lorenzo Gadon and the Volunteers Against Crime and Corruption (VACC), together with the Vanguard of the Philippine Constitution.

The impeachment complaint against Bautista was filed by Rep. Jacinto Paras of Negros Oriental and lawyer Ferdinand Topacio.

According to Philippine Laws, an impeachment complaint filed by any citizen should get the endorsement of a congressman before it will be transmitted to the House Committee on Justice.

Based on the rules, the House Committee on Justice has to decide first if the impeachment complaint against Sereno and Bautista is sufficient in form and substance before endorsing it to the plenary.

If the committee finds by a vote of the majority of all its members that a probable cause exists on the basis of the evidence adduced before the committee, it  shall  submit with its report a resolution setting forth the Articles  of Impeachment.

A vote of at least one-third of all the members of the House is necessary for  the  approval  of  the  resolution  setting  forth  the Articles  of Impeachment.  If the resolution is approved by the required vote, it shall then be endorsed to the Philippine Senate.
