Sen. Win Gatchalian & Rep. Arroyo Should Be Credited for the Free Tertiary Education Law


A concerned netizen and a prominent social media blogger supporting Pres. Rody Duterte, Mike Acebedo Lopez revealed a very interesting statement about the debate on whether or not Bam Aquino deserves credit for the passage of the Universal Access to Quality Tertiary Education Act.



According to Mike Acebedo Lopez, the most credit of the Free Tertiary Education Law should be given to former President Glorai Macapagal-Arroyo who was the principal author of one of the house bill passed even in the previous congress when he was still a congressman.

Lopez also revealed that during the 16th Congress, it was only Sen. Ralph Recto (not Bam Aquino) who filed a counterpart bill in the Senate and it was basically a carbon copy of Win's house bill.

The veteran blogger also noted that it was only Sen. Win Gatchalian who was speaking about the Free Tertiary Education Law and how it can be done.

I see the debate on whether or not Bam Aquino deserves credit for the passage of the Universal Access to Quality Tertiary Education Act still rages.

What I know is this. The most credit should be given to former President Gloria Macapagal-Arroyo who was principal author of one of the house bills consolidated into the final version signed into law and Senator Win Gatchalian who was principal author of a version of the bill passed even in the previous Congress when he was still a congressman. At the time (16th Congress, October 2015 to be specific), it was only Sen. Ralph Recto (not Bam Aquino) who filed a counterpart bill in the Senate and it was basically a carbon copy of Win's house bill. 

When Win was campaigning for senator, he continued to champion that as a platform even when it was shot down by CHED. Throughout the campaign for the 2016 election, he was the only one who was speaking about it and how it can be done. The idea eventually caught on. 

Come opening of the current 17th Congress and that's when others jumped onto the wagon, including Bam Aquino who was chair of the Senate education committee. Bam filed a senate bill that was eventually consolidated with other versions into the final version signed into law making him co-author. 

So yeah, somehow Bam deserves some credit for maybe being inspired by Win to support it. But really Win Gatchalian and Gloria Arroyo deserve the most credit, along with President Duterte who did not veto the bill and signed it into law against the advice of his economic managers. 

What I'm saying is this, so much debate on Bam but no one cared to mention Win?
