Pres. Duterte Signs Free Education Law for Public Tertiary Students Nationwide


The tough-talking President of the Republic of the Philippines who was dubbed by the opposition as a tyrant leader showcased how he really cared for the youth of the nation as he signed on Thursday a new law providing Free Education for Millions of Students in Public Tertiary and Vocational Schools nationwide.

Senior Deputy Executive Secretary Menardo Guevarra made the announcement on Friday, August 4, 2017, during a forum.

According to Malacanang, the Universal Access to Quality Tertiary Education Act, which the Congress ratified in May and transmitted to the Office of the President on July 5, gives full tuition subsidy for students in State Universities and Colleges (SUCs), local universities and colleges, and state-run technical-vocational schools.


Under the Duterte administration's 2017 budget, around P8 billion was allotted for free tuition for SUCs for school year 2017-2018.

President Rody Duterte signed the law on Thursday evening, ahead of the 30-day period given under the Philippine Constitution before the bill lapses into a law.

Upon signing the law, Guevara said that the President considered the long-term benefits that free tuition and other fees will give to the public.


"Free tertiary education in SUCs is a very strong pillar or cornerstone of the President’s social development policy,” Guevarra said in a news conference in Pasay City.

"He weighed everything and came to the conclusion that the long-term benefits that will be derived from the well-developed tertiary education on the part of the citizenry will definitely outweigh any short-term budgetary challenges."
