R. Tiglao Challenged the Duterte Admin to Probe Rappler's Foreign Ownership

Veteran journalist and former diplomat Rigoberto Tiglao challenged the administration of Pres. Rody Duterte to investigate or probe and prosecute the news website Rappler for violating the Philippine Constitution by having foreign capital, which accounts for about half of is P350 million capitalization.

According to R. Tiglao, although energy magnate Benjamin Bitanga is considered as the principal Filipino owner of Rappler, the firm got a reported $2 million investments in 2015 from US firms Omidyar Network (funded by eBay's founder Pierre Omidyar) and tech investment firm North Base Media.

Rappler explained the ownership of the two international firms, that they merely invested in it (through "Philippine Depository Receipts") and they don't own Rappler.

Tiglao cited the provisions in the Philippine Constitution based on Article XVI. Section 11, which states that "The ownership of mass media shall be limited to citizens of the Philippines." That means that not a single peso of foreign money can be invested in media company.

The veteran columnist and diplomat also explained why Rappler should be investigated, because the company was responsible for the fabrication of the false figure of 7,000 which it said was the number of extra-judicial killings (EJKs) under the Duterte admin as of September last year.

Rappler still refused to apologize for their mistakes or correct the figure despite the availability of the real numbers released by the Philippine National Police and other government agencies.

The controversial figure promulgated by Rappler was promulgated as facts by some of the world's most prominent news network such the New York Times, BBC, the Guardian and nearly all Western media.
