Pres. Duterte Witness Signing of MOU Between DA, Phoenix & PRFA for Development of Pilipinas Agila Tire Factory


The tough-talking President of the Republic of the Philippines, Pres. Rodrigo Roa Duterte witness the signing of the Memorandum of Understanding (MOU) between the Department of Agriculture (DA), Philippine Rubber Farmers Association (PRFA) and Phoenix Petroleum Philippines, Inc. for the development of the first-ever local manufacturer of cargo tires in the country.


Based upon the MOU the signatories agreed to invest in the Pilipinas Agila Tyre Manufacturing company, the very first local manufacturer of tires in the Philippines and agreed to conduct a feasibility study as part of preparatory activities for the establishment of the Pilipinas Agila factory in Mindanao.

During the signing of the MOU witness by no less than President Duterte himself, DA Secretary Manny Piñol was quoted as saying "Other Asian countries have already established their own tire manufacturing company. Why can't we also do that?" Piñol stated.

The Pilipinas Agila tire factory, once fully operational could produce up to 4 million rubber tires every year for passenger vehicles, cargo, small pick-ups and agricultural machinery. The DA Secretary also express optimism with the said rubber tire factory as he noted that the initiative could be "game changer" in the local rubber industry.

Sec. Piñol explained that a tire factory in the Philippines will also mean a stable income for the country's growing number of rubber farmers which are mostly located in the southern part of the Philippines or in Mindanao.


Before the signing of MOU, the Department of Agriculture organized groups of rubber farmers which now comprised the members of the PRFA. The organization aims to mobilize Filipino rubber farmers to become partners with the government in promoting the development of the rubber industry for their own welfare.

Phoenix Petroleum, one of the largest conglomerates based in Davao City, stated that they will extend financial and technical assistance to farmers for the establishment of the tire factory in Mindanao.

The Pilipinas Agila Tire Factory plans was first conceived during the visit of the Finland-based Black Donuts Engineering Inc., in Mindanao with the invitation of Sec. Piñol and assessed the capability of farmers to operate the tire factory in the Philippines. The European based company visited a rubber plantations in Mindanao during their assessment.
