Veteran columnist Rigorberto Tiglao of The Manila Times made an expose earlier about the decision of the World Bank's International Center for the Settlement of Investment Disputes (ICSID) ordering the Philippine government to compensate the Belgian Dredging firm Baagerwerken Decloedt En Zoon (BDZ) P800 million plus interest.

The expose of Tiglao was explained further by one of the country's most prominent social media personality, Thinking Pinoy who released a video wherein he discussed the case against former Pres. PNoy and why he should be the one to pay the fines for his negligence.

The unpopular Pres. PNoy cancelled the P18-billion Laguna Lake Rehabilitation Project (LLRP) was responsible for the failed project by simply refusing to sign the papers accepting a P7 billion development grant from the Belgian government.

Thinking Pinoy also explained why former Pres. PNoy refused to sign the documents and why he should be held responsible for the failure of the project which was aimed to reduced, prevented or lessened the floods problems in Metro Manila and nearby Laguna province.

The veteran blogger Thinking Pinoy even suggests that PNoy should pay the fine intended for the Philippine government and not the ordinary taxpayers and if he could not pay the nearly one billion fine, Hacienda Luisita should be sold and the proceeds will be used to pay the fine.
