Ex-DILG Secretary Propose Solutions to Iron Out Problems with the PNP and AFP


Former Interior Secretary Rafael Alunan gives proposals to iron out the problems within the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP). According to Alunan, the police department needs "a serious makeover" in order for hem to regain the public's confidence.


The former Interior Secretary noted that in order to regain the public's trust and confidence the PNP should thoroughly cleanse its ranks of criminals and non-performers and followed it up with sustained capacity building.

For the AFP, they need to be retooled to bring its combat and non-combat capacities and potencies to 21st century standards.

The suggestions of the former Interior Secretary Raffy Alunan came out after the alleged controversial killing of a Korean businessman inside Camp Crame wherein the War on Drugs by the Duterte administration was used by scalawags to continue with their operations.

Generally speaking, I would redirect the AFP to prioritize external defense while the PNP (or balik-PC-INP?) tackles internal security. A clear division of responsibilities is needed for both institutions to plan acccordingly.

The PNP needs a serious makeover. If trust and confidence were to be regained, a campaign to thoroughly cleanse its ranks of criminals and non-performers should be undertaken now followed by sustained capacity building , i.e., professionalization and modernization.

The AFP on the other hand needs to be retooled to bring its combat and non-combat capacities and potencies to 21st century standards. We live in an unforgiving world. There is much to be done to build its capability to make any potential enemy think many times over if it really wants to harm the country.

There may be situations and missions where the AFP, PNP and/or other uniformed services may have to collaborate or back one another to shield or rescue the nation from natural disasters, organized insurgency, rebellion, terrorism or syndicated crime. 

Specific AFP units augmented by CAFGUs and the Reserves should be tasked for this purpose to enable the rest of the AFP to focus solely on external defense. 

The uniformed services should be manned by officers, non-commissioned officers and enlisted personnel with the proper mindsets, skill sets and tool kits to ably uphold national honor, defend our national territory, and protect our exclusive resources. They should be reliable problem solvers rather than being part of the problem.

Getting all that done requires a whole of government approach to make things right for public safety and national security, meaning, the Executive, Legislature and Judiciary working together for good governance. The national leadership must be united in purpose first and foremost, otherwise, nothing will work well, or at all.
