Sass Rogando Sasot Lambasts Sen. De Lima for Calling a Probe on Jail Congestion


Controversial senator Leila De Lima called on the attentions of her fellow lawmakers to probe the alleged jail congestion in the country, but popular social media personality Sass Rogando Sasot lambasts the senator for her statement.


According to the popular social media personality who is now based in The Netherlands noted that Senate should not proceed with the probe, instead the Senate should probe how the procrastination of Abad, the former Budget Secretary, contributed to the deplorable state of prisons in the Philippines.

The jail problem proliferates during the term of Justice Secretary Leila De Lima and Sasot revealed some evidence to prove her claim.

Sasot also noted that Sen. De Lima had all the powers during the admin of Pres. Aquino but she failed to deliver.

Ang bago ni De Lima: Gusto niya i-probe ang jail congestion. Well, the senate should probe how the procrastination of Abad, the budget secretary, contributed to the deplorable state of prisons in the Philippines.

In May 2013, former President Aquino “signed a law that will modernize the Bureau of Corrections (BuCor)” (http://bit.ly/2bO4pTw).

In October 2014, BUCOR Assistant Director for Administration and Rehabilitation, Teodora Diaz, complained that the Department of Budget and Management (DBM) Secretary Florencio Abad had not signed the Implementing Rules and Regulations (IRR) of the new Law. The IRR was submitted to Abad in November 2013.

De Lima should explain what she did to pressure Abad to sign the IRR immediately. And the Philippine Commission on Human Rights should likewise say what they did from November 2013 to October 2014 to pressure Abad to sign a very important human rights measure.

“Brother Rodolfo Diamante, executive secretary of the CBCP’s Episcopal Commission on Prison Pastoral Care (ECPPC), said that DBM's failure to sign the IRR tends to show that the priority of the administration is not on the process and correction of prisoners” (http://bit.ly/2c3IeKW).

In November 2014, Congressman Biazon was pressuring the administration “to speed up the implementation of [that law] to thwart the entry of illegal drugs and other contrabands.” (http://bit.ly/2bXT5ml).

In December 2014, it was reported that De Lima signed the IRR (http://bit.ly/2boEemx). But this is useless.
 
In January 2015, the House of Representatives conducted a probe on the modernisation of prisons in the Philippines. Congressman Niel Tupas, the chairman of the House Committee on Justice said that “because of the delayed approval of the implementing rules and regulations, the budget for the implementation of the law has not been included in [the 2015 National Budget], which was signed by President Aquino last December 23, 2014” (http://www.pressreader.com/
