Pres. Duterte's Tutuban-Malolos Railway Project to be Constructed by Japan This Year


The Japanese government through the Japanese International Cooperation Agency (JICA) will start the construction of Pres. Rody Duterte's major railway project, the Tutuban to Malolos Railway which will start its construction by the fourth quarter of 2017.

 The 38-kilometer railway project is one of the major infrastructure projects of the Duterte administration who promised earlier that his presidency will be a golden age of infrastructure developments in the Philippines.

The Tutuban-Malolos Railway project is part of P8-Trillion plan to modernize the country's infrastructure network that was neglected by the previous administrations causing choked traffic not only in Metro Manila but also in neighboring cities and provinces.

DOTr spokesperson Cherie Mercado revealed to the media that the Japan International Cooperation Agency (JICA) recently completed a feasibility study of hte project. The funds of the Tutuban-Malolos railway project will be funded through Official Development Assistance (ODA) by JICA.

Last November 2015, the Philippine government under Pres. Aquino, JICA signed a loan agreement to provide the Philippines a loan of up to P241.991 billion yen for the North-South Commuter Railway Project (Malolos-Tutuban). The project was allegedy tainted by corruptions by the previous administration.


Pres. Duterte made a follow up with the said project and in August 11, 2016, he met with Japan Minister of Foreign Affairs Fumio Kishida at the Presidential Guesthouse in Panacan, Davao City and discussed the said project.

The Japanese government is also helping in the feasibility study of a 55-kilometer railway line from Malolos, Bulacan to Clark in Pampanga. Japan also offered to build the first 100-kilometers of the 2,000-km Mindanao Railway System.

The 37-kilometer Tutuban-Malolos Railway project which will be constructed and funded by JICA features a new elevated commuter railway from Malolos, Bulacan to Tutuban, Manila. Procurement of rolling stock, and installation of electro-mechanical system will be funded the Japanese government.

According to DOTr and a representative from JICA they will use a "Special Terms for Economic Partnership (STEP) which will be applied to Tutuban-Malolos Railway Project, it is expected that Japanese technology such as construction techniques for elevated railways, efficient signal systems and rolling stock will be utilized.
