Former DOTC Sec. Abaya & Other Government Officials Faces Raps Over P3.8-Billion License Plate Deal


Former Department of Transportation and Communication (DOTC) Secretary Joseph Emilio Abaya and other former government officials under the Aquino administration faces raps in connection with the P3.8-billion Motor Vehicle License Plate Standardization Program (MVLPSP).


The case against former DOTC Sec. Abaya and other officials of the Aquino administration was filed by civil society groups on Tuesday. The P3.8-billion case against the former DOTC Secretary was filed by the Citizens Crime Watch and Liga ng Eksplosibong Pagbabago.

The complaint filed by concerned citizens also accused former Sec. Abaya and his co-respondents of violating the Anti-Graft and Corrupt Practices Act, Goverment Procurement Reform Act, and Code of Conduct and Ethical Standards for Government Officials and Employees.

Aside from Sec. Abaya, also charged were the following officials:

    Jose Perpetuo Lotilla, former Bids and Awards Committee (BAC) chairman of the DOTC, now Department of Transportation
    Rene Limcaoco, former DOTC BAC member
    Jualianito Bucayan, Jr., former DOTC BAC member
    Dante Lantin, former DOTC BAC member
    Catherine Jennifer Gonzales, overall head of BAC Secretariat
    Alfonso Tan Jr., former chief, Land Transportation Office (LTO)
    Ron Salo, corporate counsel, supplier Power Plates Development Concepts Incorporated-J. Knieriem BV-Goes (PPI-JKG)



Based upon the complaint filed by the the Citizens Crime Watch and Liga ng Eksplosibong Pagbabago, the BAC members turned a blind eye on a "falsified" financial statement of JKG in 2011.

The complaint noted there was no post qualification of winning bidder, which allegedly does not have the financial capability to manufacture the license plates, despite the recommendation of the department's technical working group.
