$30 Million Manila-Cavite Barge & RoRo Terminal Project Proposed by ICTSI to Pres. Duterte


The Department of Transportation (DOTr) of the Duterte administration under the leadership of Sec. Arthur Tugade is now carefully studying the proposals made by the Enrique Razon Jr-led company ICTSI for the development of a $30-Million common-user barge and RoRo terminal in Cavite.


The project proposal of International Container Terminal Services, Incorporated (ICTSI) which is also dubbed as Cavite Gateway Terminal will support the Duterte government's initiatives to decongest Manila's streets by reducing truck traffic on roads around Metro Manila.

Based upon the plans of ICTSI, one of the world's most prominent port operator, the proposed terminal will be located within a 6-hectare property in Tanza, province of Cavite.

The project will have a level of integration with other major Luzon port facilities for more cost-effective and time-bound access to the Cavite market for both inbound and outbound cargo.


Due to Cavite's high economic density, the Cavite Gateway Terminal is one of the reason why it is considered as the prime location for the said project.

ICTSI explain that in addition to the Cavite Export Processing Zone, which houses over 400 actively operating companies, ICTSI said there are multiple areas of planned development within Cavite that can justify its investment in a barge and RoRo termina.

The company also added that the net effect of transshipping cargo from Manila's ports to Cavite via barge and RoRo equates to approximately 140,000 fewer trucks trips plying city roads on an annual bases.


ICTSI is known worldwide as the operator of port terminals such as in developing and emerging markets located in the Asia Pacific region, the Americas, Europe, Middle East, and Africa.
