The 653-kilometer railway will run from Tutuban in Manila to Matnog, Sorsogon passing some of Manila's southern provinces, and it will cost around P213.99 billion.

The project will benefit the people of the Bicol Region and it will be constructed within four-years under the Duterte administration. According to NEDA they will adjust the cost during the construction period.

NEDA also revealed that the biggest infrastructure project of Pres. Rody Duterte will be funded by official development assistance (ODA), either from Japan or China.

Once the railway project will be finished by either the Chinese or Japanese companies, the national government will bid out the railway maintenance and management to the private sector.
